Are you currently living in France (or abroad)? Payments can only be done if you are living in France (even tough it is then possible to roam accross EU).

It depends on the kind of payment you need to perform. If you are trying to rent, buy a movie, or subscribe for 1 month, it is only possible to pay with a credit card. However, the 1 or 2 years subscriptions can be paid with full bank details.
